Some hooded eyes may also happen with age. Aging eyelids can change the appearance and shape of your eyes, making them look droopy.
The way I see it is if you have a significant fold that hides partially or completely your lid it's hooded. If your skin hangs loose it's hooded. Of course the definition is not set in stone. Some people consider even slightly hanging fold with the lid still showing as hooded eyes (see Kristen Stewart).

The thing that always gets me about this is...most people have hooded eyes. Ever since I learned what they were and how to look for it, I found that hooded eyes is the default and a defined crease is the exception.
