No, it’s not really something someone can learn like other languages. The last human to speak it was Enoch, hence the name. In use, it’s really more of a symbolic/theurgic script, sort of like the use of Hebrew in Solomonic magick.
7 Αυγ 2023 · This new language was called “Enochian,” named after the biblical prophet Enoch, who was said to have walked with angels and been given the knowledge of the secrets of heaven and earth. The alphabet consists of 21 unique letters. Enochian script is written from right to left and contains its syntax and grammar.

For the system (systems, really) you could look at Enochian Vision Magick by Lon Milo DuQuette, Enochian Magic in Practice and Enochian Magic in Theory by Dean F. Wilson who publishes his magical works as Frater Yechidah. Avoid anything by the Schulers (Betty and George).
The Enochian alphabet first appeared during the 16th century. The Court Astrologer and Magician, Dr. John Dee (1527-1608), and his associate, Sir Edward Kelly (1555-1597) claimed that the alphabet and the Enochian language was transmitted to them by angels.
