Hulk has higher potential for strength. *Hulk can fight Gravity, one of the fundamental laws of the universe itself. *If he's angry enough, Hulk can deadlift Mjolnir, which is created from a White Dwarf Star. In the comic books, Hulk is never worthy to lift it.
