It’s a film by Tom Green about an aspiring animator looking for a career. The story behind it was that Tom Green wanted to create the worst, most offensively bad movie of all time, and he succeeded.
The Wiki page goes into a good amount of detail, it's hard to read but not as graphic as I'm assuming the movie on this iceberg is. Apparently the movie is just exploitative of the situation and doesn't pay any respect to the victim.
