Over the first nine months of the year, Russia’s federal budget has seen impressive increases in revenues; oil and gas revenues were up by 60 percent, and VAT and income taxes by around 30 percent each.
On average, Russia’s “return on wealth” – the ratio of GDP to wealth – has been around 7 percent for the 2000–2017 period, which is similar to the average of upper middle-income and high-income countries. However, it is lower than the 8-10 percent return on wealth in Eastern European countries such as Bulgaria, Hungary, and Poland.

21 Απρ 2022 · Income inequality however remains very high, compared both with the Soviet era (see Figure 4) and with other countries (see Figure 5). In 2020, the richest 1 % of the Russian population received more than one fifth of the national income, while enjoying favourable tax rates.
Three findings stand out. First, national in-come growth per adult has stagnated in Russia since the late 2000s. As a consequence, in recent years Eastern Europe has overtaken Russia in terms of national income per adult.
