Introduction. After the Việt Minh uprising had succeeded in almost all provinces, the Standing Committee of the Indochinese Communist Party met in Hanoi for the first time under the chairmanship Hồ Chí Minh (1890-1969) and decided to promulgate the Provisional Government of Independence.
For these reasons, we, members of the Provisional Government of the Democratic Republic of Vietnam, solemnly declare to the world that Vietnam has the right to be a free and independent country and in fact it is so already.
