Go to Settings > General > Software Update > Automatic Updates. Turn on Download iOS Updates and Install iOS Updates. When an update is available, iPod touch downloads and installs the update overnight while charging and connected to Wi-Fi. You’re notified before an update is installed.
Once you have that sorted out, most issues with the 3.0 update on Windows machines is caused by anti-virus and/or firewall software. Both of these should be disabled when downloading and installing iPod OS upgrades.
