Starting with RedSn0w 0.9.14b2, you can now restore your device and force it into DFU mode using the DFU IPSW option in the Extras > Even more > options. By pointing to a stock firmware file, you can create a firmware that will place your device into DFU mode after a restore with iTunes.
All I can find is "allows dumping SecureROM, decrypting keybags for iOS firmware, and demoting device for JTAG". JTAG is "Joint Test Action Group", which is something to do with looking at PCBs for forensics. I took a look at the source code (which is also zipped just like the application). It is exactly as OP said.
You don't need a custom IPSW just to activate the device. Use redsn0w with iOS 6.0 IPSW to hacktivate it, then install ultrasn0w (you'll need to do it from any repo or manually via SSH). To fully activate it you'll need [[SAM]] from sbinger's repo.
