Both 12 Mbps and 30 Mbps options are very basic internet links. I at least hope you're getting them on the cheap. I'd skip the mobile ISPs, unless your residential options are really bad. It's commonly said that watching online 4K video "only" uses or needs 20-25Mbps.
Let's say 2 people doing video conferencing at the same time (10-20Mbps), and 2 people streaming 1080p content (+20Mbps) and 1 person online gaming (+2Mbps) , you'd need 42Mbps minimum for those extreme overlapping usage scenarios.
Most HD streaming services are between 4-6 Mbps, so 10 mbps should be fine as long as nobody else is using the internet during those time periods. You can probably browse reddit and such if you're streaming, but loading additional videos or a large imgur album might affect the streaming temporarily.
