Yes and no. Yes, in that the term "ninjutsu" refers to techniques and strategies related to stealth and unconventional warfare. It could refer to spying, sabotage, and even assassination techniques - and the Japanese, like any other culture, had people who were assigned to and trained for that sort of thing.
Anything claiming to be real 'ninja' or 'ninjutsu' is crap: any real 'ninja' (again: just samurai that did sneaky stuff) died with the end of the warring states period 400 years ago. Basically, no credible historian of Japanese history gives any credence to Bujinkan's claims of a direct lineage from actual ninjas in the Warring States Period ...
