We are undone if there is not a Mediator between us and this holy God. A glimpse of heavenly glory is enough to convince us that all our righteousnesses are as filthy rags. The LORD was sitting on a throne! God was still enthroned in heaven and was still in charge of all creation. i. There is a throne in heaven, and the LORD God sits upon it as the sovereign ruler of the universe! This is the central fact of heaven; that there is an occupied throne in heaven.
Isaiah sees that God is glorious and majestic, the supreme ruler over Judah and all other nations. Even God’s sinless heavenly servants dare not look on his glory, but busy themselves serving and praising him (6:1-4).
What does Isaiah 6:4 mean? The scene Isaiah describes in these verses is filled with dread and awe. The Lord has caused Isaiah to see Him in the temple, seated on a throne, surrounded by multiple angelic, serpent-like, six-winged seraphim.

Isaiah had opportunity to look beyond the visible to the realms of the invisible and see the majesty of our God. He saw God enthroned, "sitting upon a throne," the symbol of sovereign authority, in charge of everything in heaven and upon earth. A great hymn expresses this well, Immortal, Invisible, God only wise.
The forgiveness of Isaiah's sin here was not final and absolute, because the ultimate price of all human redemption from sin had not at that time been paid in the bloody sacrifice of Jesus Christ himself. The meaning is simply that God "passed over" his sins as explained in Romans 3:23-26.
