New Account. To obtain Library of Congress control numbers for your forthcoming books, you must first complete the Application to Participate and obtain an account number and password. The account number and password will provide you access to the appropriate form for requesting Library of Congress control numbers.
The Preassigned Control Number (PCN) Program enables the Library of Congress to assign control numbers in advance of publication to those titles that may be added to the Library's collections.
Congress Control Numbers (LCCN) to titles most likely to be acquired by the Library of Congress as well as to some other categories of books. An LCCN is a unique identification number that the Library of Congress assigns to the catalog record created for each book in its cataloged collections.
The whole application process for a LCCN for self-publishers is automated and completed online before your book is published. The process generally takes one to two weeks. The Library of Congress uses a system called a Preassigned Control Number (PCN) to assign your book an LCCN before publication.

Within anywhere from a day to 10 days, you will be e-mailed an approved account number and a temporary password providing you access to the appropriate application form for the Preassigned Control Number (PCN) Program.
