Authors can submit an LCCN request after creating an account in PrePub Book Link, without waiting for approval by Library staff. Based on the information provided by the author or publisher, Library staff assign a preassigned Library of Congress Control Number (LCCN) to each title.
A Library of Congress control number (LCCN) is a unique identification number that the Library of Congress assigns to the catalog record created for each book in its cataloged collections. Librarians use it to locate a specific Library of Congress catalog record in the national databases.
The purpose of the Preassigned Control Number (PCN) program is to enable the Library of Congress to allocate control numbers to authors and self-publishers in advance of publication to those titles that may be added to the Library's collections. The publisher prints the control number
The whole application process for a LCCN for self-publishers is automated and completed online before your book is published. The process generally takes one to two weeks. The Library of Congress uses a system called a Preassigned Control Number (PCN) to assign your book an LCCN before publication.

Go to http://www.loc.gov/publish/pcn/ and click on “Open an Account” under the words “Electronic PCN.” Read the information provided then click “Application to Participate.”
