In the patch notes it says they made it available to be caught with live shrimp. Someone during the live letter a few weeks ago asked if there were plans to up the catch rate, guess this is their solution to it.

If you try from on or near the easternmost Onokoro pier it should pop up a message saying 'Mark for the quest "Farewell, and Thanks for the Fish" detected.' That's probably your best/fastest location, but you can apparently catch them anywhere in Onokoro water, with live shrimp or just a Versatile Lure and a little patience.
