Try encoding the video to DVD format (not vcd) in TMPGEnc Plus. That way the files will be in proper DVD format, and shouldn't be distorted or be missing video. Manaully adjust the bitrate in TMPGEnc Plus to get as much video as you need (use the bitrate calculator).
The file size depends on the length of the video, but yeah it should be 20GB or more for your average movie. The unencoded BDMVs are 60GB+. 5GB is way too small for a 4k movie, it probably has a low bit rate and is pretty blurry.
