(a) In this section: (1) “Disabled veteran” has the meaning assigned by Section 11.22. (2) “Residence homestead” has the meaning assigned by Section 11.13.
Sec. 11.11. PUBLIC PROPERTY. (a) Except as provided by Subsections (b) and (c) of this section, property owned by this state or a political subdivision of this state is exempt from taxation if the property is used for public purposes. (b) Land owned by the Permanent University Fund is taxable for county purposes.
Tax Code Section 11.131 requires an exemption of the total appraised value of homesteads of Texas veterans who received 100 percent compensation from the U.S. Department of Veterans Affairs.
Sec. 11.131. RESIDENCE HOMESTEAD OF 100 PERCENT OR TOTALLY DISABLED VETERAN. (a) In this section: (1) "Disabled veteran" has the meaning assigned by Section 11.22. (2) "Residence homestead" has the meaning assigned by Section 11.13. (3) "Surviving spouse" means the individual who was married to a disabled veteran at the time of the veteran's death.

Tax Code Section 11.131 entitles a disabled veteran who receives 100 percent disability compensation due to a service-connected disability and a rating of 100 percent disabled or of individual unemployability to a total property tax exemption on the veteran’s residence homestead.
