I know that it says windows 7, but I was able to get it to run on balabolka on windows 10.
6 Μαρ 2017 · I would like to add a new language to be used by the built in TTS (Text-to-Speech). This in order to change the Win10 default settings of the voice selection (Microsoft David or Microsoft Zira). The place for changing the language is: Control Panel\Ease of Access\Speech Recognition > Text to Speech > Voice selection
