You can drop right infront of mage tutor and claim runes and pick your others right up. To gain some early GP you can run through the stronghold of security to get 5-10k cash and be able to buy a good amount of mind runes, or possibly kill cows for cowhides and sell on GE to make money.
Mind runes are craftable at level 2 Runecraft with either rune or pure essence. If you have no mind runes in your bank or inventory, and you have not dropped any right under you, you can obtain 30 new ones from the magic tutor in Lumbridge along with 30 air runes.
Mind runes can either be bought from Aubury's Rune Shop in Varrock, created from rune essence on mind altar through Runecrafting, procured from drops by killing monsters or picked up from spawns on the ground. This guide describes the most effective methods to train the Farming skill. Farming is a gathering skill which mostly involves the player planting seeds in Farming patches that are found throughout RuneScape, or raising animals in their player-owned farm and at the Anachronia Dinosaur Farm.
