It's free, updated every couple months, and has nearly every entry that has appeared in the most popular crosswords (LAT, NYT, WSJ, Newsday, Universal, USA Today...). Don't think there's any other list that does the same thing.
You can download crosswords as HTML files (that use Exolve) as well as .puz files. Please give it a try and let me know how it goes. Bug reports and feature requests are welcome (and needed)!
None of the posted links work well enough I’ve found. Libre Office Draw (or whatever their PowerPoint alternative is called) has edited every PDF I’ve thrown at it with ease, and it’s 100% free 👍

On the open source side, Firefox has a fairly good basic editor. LibreOffice has a Draw program that works well. On the liteware side, just for speed and some of the great speed features, I like PDFXChange. I generally recommend against Adobe PDF, free or commercial.
