As far as I'm aware, DS hacking isn't to the point where people are making brand new games like you have on GBA. The only DS hacks you will find are hacks like Drayano's (Blaze Black, Storm Silver, etc.) that are basically difficulty hacks with some other mild tweaks.

If you are fine with fangames, uranium is one of the most famous fakemon hacks but it's harder to get a download. See if you can find it at r/PokemonUranium. Insurgence has Delta Pokemon which are the same Pokemon with a slightly different design based off of the main one and different characteristics.
