You can download the complete library (or just a single game if you wish) through this link: https://archive.org/details/nintendo-3ds-complete-collection. I've used this website to download all of my 3DS game files for Citra. There's no viruses or ads, but some games may be unplayable.

Most should just work. Some NDS games on R4 require AP (Anti-Piracy) patches applied to it, eg Pokemon Black and White
