Enable Network Discovery on your PC. On your 3DS, open the settings app and go to Data Management>microSD management. Set up four things: how your 3DS will appear, your username, your password, (these three things can be left as default if you want, it really doesn’t matter) and an access point (MUST be the same point your PC is connected to!!!)
There are no ds emulators on the 3ds; you can only play ds games using the native twl firm mode built into the 3ds for backwards compatibility. You have two options to do this: twilight menu and nds forwarder.
