When you click on the link to Github the first link you land on will be the Home tab, this tab explains how to use the Megathread.
You can find it as an installable CIA file on github. Create a directory on the root of your SD card named "NDS" without the quotes. After installing TwilightMenu++, fill the NDS directory with nds roms that you find online.

Use https://www.reddit.com/r/Roms/comments/m59zx3/roms_megathread_40_html_edition_2021/ for legit downloads. In addition, none of their roms are verified, so you may encounter issues created from the scraping of roms, or bad dumps.
There are no ds emulators on the 3ds; you can only play ds games using the native twl firm mode built into the 3ds for backwards compatibility. You have two options to do this: twilight menu and nds forwarder.
