I am in the 3 hr. camp for International. First, the flight is likely to begin boarding ~ 1 hr. prior to departure, with the gate/podium closing earlier, than for a domestic (within the USA) flight. Right there, you can start deducting time from the Departure, to sort of "reverse-engineer" this.
