This agreement is applicable to the Department of Veterans Affairs GS professional and nonprofessional employees covered by the Certification of Consolidation of units in FLRA Case No. 3-UC-11, issued October 1, 1981 (Appendix A).
Therefore, the parties agree to work together using partnership principles, Labor-Management Forums, and the Master Agreement to identify problems and craft solutions, enhance productivity, and deliver the best quality of service to the nation’s veterans .
