The best store to buy rope, without requirements, is at Ned's shop in Draynor Village. However, you can get a full inventory of rope for free from the Tempoross minigame in the ropes container.
There are three entrances to the caves: From the swamp near the candle seller, requiring a rope. Directly south from the Lumbridge castle cellar. You must start The Lost Tribe to gain access this way. A pickaxe is needed to enter for the first time.

16 Ιαν 2006 · Use a rope with the Dark Hole to enter the caves (note you only need to use a rope with it once). If you wish to navigate the cave you will need a lightsource. The better the lightsource the more light it gives off and the less likely it will ignite the swamp gas.

27 Σεπ 2015 · In order to enter this area players need to bring a light source, a rope, a spiny helmet, antipoisons, and a tinderbox. Without a light source the player will be attacked by bugs hitting anywhere between 10-100. The main entrance to the cave can be found south of Lumbridge in between the water altar and the mining site.
You have to tie the rope to the bullet to make the Ivandis Gun, and then you have to intermittently stand on the chair (chair-flicking) to confuse the vampyres. It's all part of the next quest in the vampyre questline.
