Kids Waiting to be Adopted. The Statewide Adoption and Permanency Network (SWAN) is both a broad-based cooperative effort and a centralized information and facilitation service funded and overseen by the Pennsylvania Department of Human Services.

For more than 75 years, Bethany’s infant adoption services have been a life-affirming option for women who weren’t in a position to parent their children.
