My recommendation is the ddj-400... it's the easier option for a beginner since it comes with everything you need included from day 1, rather than having to buy more software to get all your controller features activated (like you have to for the sb3).
Hardware-wise SB3 as a controller allows you to layer effects on a channel (e.g., using echo, reverb, and phaser all at the same time). The 400 only allows you to activate one effect per channel, or one effect for both channels, as this is patterned after the club standard DJM mixers.
