Feodora and her older brother Carl, Prince of Leiningen, were maternal half-siblings to Queen Victoria of the United Kingdom. Feodora was born in Amorbach, Bavaria, on 7 December 1807 to Princess Victoria of Saxe-Coburg-Saalfeld and her first husband, Emich Carl, Prince of Leiningen.

Feodora’s half-sister, Victoria, was born on May 24, 1819. A few months later the Duke of Kent died. While Feodora and Victoria were 12 years apart in age, they maintained a close relationship which lasted until Feodora's death.
