SECTION 1. Short Title. This Act shall be known as the “Philippine Clean Air Act of 1999.” SEC. 2. Declaration of Principle. The State shall protect and advance the right of the people to a balanced and healthful ecology in accord with the rhythm and harmony of nature.
RA 8749, the Philippine Clean Air Act of 1999, was enacted in response to increasing air pollution and environmental degradation in the country. It was developed to establish a comprehensive air pollution control policy, influenced by growing concerns about public health and ecological balance.
This Act establishes a comprehensive air pollution control policy for the country by preserving and protecting air quality, establishing an air quality management system, prohibiting certain forms of waste disposal, and regulating emissions.

Pursuant to the provisions of Section 51 of Republic Act No. 8749, otherwise known as the "Philippine Clean Air Act of 1999," and by virtue of Executive Order No. 192, Series of 1987, the Department of Environment and Natural Resources hereby adopts and promulgates the following rules and regulations: PART I GENERAL PROVISIONS.
