The game mechanic works like this: if you successfully complete herald quests, the king likes you more and lowers your taxes. If it's a good king, that makes your villagers happy. If it's a bad king, it makes them unhappy. But, if there are no herald quests on the Oxbow map, then the king's personality is so far meaningless. Might that change ...
For an experienced player, I think the Oxbow is a better choice. There are no tutorial quests. You start immediately with your max build limit, though you do have to unlock the tech tree to build things. There are quite a few ruined buildings scattered around, and they all have fantastic loot.
