Republic Act No. 7654 amends the National Internal Revenue Code to revise the excise tax base for cigars and cigarettes in the Philippines, specifying tax rates and regulations, as well as allocating revenue for emergency employment and national health insurance.

For this purpose, the Secretary of Labor and Employment, in consultation with the Secretary of Finance, shall promulgate the necessary rules and regulations for the effective implementation of this section.
