The State of Texas Emergency Management Plan (Basic Plan) describes how the state prepares for, responds to, and recovers from incidents and events of state significance. Purpose
This plan applies to all state agencies, boards, commissions, and departments assigned emergency responsibilities in this plan, and to others as designated by the Texas governor or chief of the Texas Division of Emergency Management as well as local governments in Texas.
In Texas, elected officials and the governor are responsible for meeting dangers to the state and its people presented by emergencies or disasters. The State of Texas Emergency Management Plan (State Plan) describes how this duty is discharged in response to incidents and events of state significance.
