I was able to download the DLC files and opened all of their zips, but I am getting error -36 when trying to add them to The Sims 4 Packs folder (I can read and write all of them including the packs folder as an admin). Won't even download them. Any answers?

If you're given the option, try repairing the game in Origin: open your game library, right-click on the Sims 4 icon, and select Repair. Then click on the Sims 4 icon, open More > Expansion Packs, scroll down to Island Living, and see whether you have a Download button.
