Thanks to a guide and @ninja answering some questions I was able to go in and figure it out. I finally found a way to fix it so I am sharing it with everyone.
Yesterday (December 31st 2019) I Downloaded sonic adventure 2 from steam and it took me nearly 4 hours to fix it since it had every problem I've seen reported. This will cover sonic2app.exe deleting itself, D3dx9_42.dll missing, and unable to make a save file.
11 Φεβ 2019 · To fix the launcher, navigate to the Sonic Adventure 2 Steam folder, right-click Launcher.exe, and set its compatibility mode to Windows 7 or XP SP3 (Right-click, Properties, Compatibility Tab). Run the launcher, change the settings, and make sure to uncheck "Fullscreen."
31 Ιαν 2021 · It is likely that any of your Antivirus programs or the Windows Firewall is preventing the game to properly run on your computer. In either case, this can be fixed by simply turning off the said programs, or by making an exception of the game in these programs.
I found i can get the game to work by going into the games files and executing the launcher exe. it will then install some necessary files and you can select some setting from there. make sure you set the correct monitor resolution and turn off fullscreen
