Summary of Purchase Agreement. Per Ohio law, when the ownership of a liquor permit is going from one entity/person to another it must be done, minus limited exceptions, by way of a bona-fide sale of the business from A to B. This means that A must sell something (not the permit) to B.
When the ownership of the permit is transferring, it must be part of a legitimate sale of the underlying business. Again, as noted above, you CANNOT just sell a liquor permit because it is a privilege. Therefore, you will need to supply a document(s) that show the transaction that took place.

1 Ιουλ 2022 · Liquor permits alone cannot be bought and sold. The transfer must be in conjunction with a bona fide sale of the business or assets pursuant to Ohio Administrative Code 4302:1-1.14. Such assets may include furniture, inventory, or other equipment.
28 Φεβ 2018 · The State of Ohio must receive proper notice and be served with any sale motion involving the transfer of a liquor permit. Often a buyer will apply for a new license with the ODLC and enter into an interim liquor management agreement with the debtor while it is going through the approval process.
Please note that under Ohio law a liquor permit is not property that can be sold or bought. Rather a liquor permit can be transferred, with Division approval, in combination with a transaction like the sale of a business.
