On a tablet, laptop, or desktop with a touch-panel display, access the Action Center settings with a quick swipe from the right edge of the screen.
6 Νοε 2010 · Turn on Tablet PC Components in Windows 7/8/10. Begin by logging in to Windows with an account that has administrative privileges. Then, click on Start > Control Panel > Programs > Programs and Features. To the right of the window, click on the link titled Turn Windows Features On or Off.
You can access the settings by creating a shortcut to %windir%\explorer.exe shell:::{80F3F1D5-FECA-45F3-BC32-752C152E456E} (see link). This won't add it to the list under the Control Panel, but it is an alternative way to access that settings menu.
