Motor carriers operating intrastate commercial motor vehicles on a road or highway in Texas must register their operations with the TxDMV’s Motor Carrier Division if they meet the following criteria:
Sec. 643.051. REGISTRATION REQUIRED. (a) A motor carrier may not operate a commercial motor vehicle, as defined by Section 548.001, on a road or highway of this state unless the carrier registers with the department under this subchapter.

(a) A carrier of household goods, as defined by 49 U.S.C. Section 10102, is not required to accept for transportation household goods unless the shipper or owner of the property or the agent of the shipper or owner declares in writing the reasonable value of the property.
(a) A federal motor carrier safety regulation prevails over a conflicting provision of this title applicable to a commercial vehicle operated in interstate commerce.
