If you downloaded the lot from this site, the width and depth of its required base can be found on the download details page.
Well, you can’t change lot sizes IN the game, but you can change lot sizes in Sims 4 Studio 😇 And yes, you can freely build on its altered size! Just for secret lots (and non-residential lots) such as the Forgotten Grotto, Sixam, and Sylvan Glade you’ll have to enable the bb.enablefreebuild cheat.
I've noticed that for a bedroom, a 5x5 room in the sims 4 is a great analogue for irl rooms sized anywhere from 10x10-13x13. I came upon this discovery while trying to downscale my builds to more... realistic? margins.
