Through this review, the SSVF Program Office identified promising practices in a new type of rental subsidy arrangement known as a shallow subsidy. A shallow subsidy offered recurring rental assistance at a fixed rate for a longer period in comparison to Rapid Rehousing.
The SSVF Interim Rule published on November 10, 2021, allows grantees to set their Shallow Subsidy rate up to 50% of rent on a unit that is deemed rent reasonable. Grantees must use the same percentage for all Veteran households served by their program.
