32bit > 64bit is not done by any upgrade. It is done by a clean install. OEM licenses are for the bit architecture that they are bought with. If you want to change it, you have to buy it, which is no longer sold.

8 Νοε 2014 · According to the Microsoft Site, you can "upgrade" your 32 bit version to 64 for free, minus the shipping cost of a 64bit version on DVD. I'm not 100% sure how it works, but I believe they'll re-register your key to be legit for 64bit Vista.
1 Ιαν 2012 · If you are running a 32 bit version of Vista and want to upgrade to a 64 bit version (edition of Windows 7), you will have to a do clean install, this applies vice-versa. If you are running consumer editions of Windows Vista such as Home Basic or Premium, you can only upgrade to either Windows 7 Home Premium or Ultimate.

This preserves your data and provides a fallback should anything go wrong. Boot from Windows installation media and install the new 64-bit version of Windows from scratch.
