The California High School Speech Association worked with coaches across the state of California to create judging instructions for the four CHSSA sanctioned debate events (Parliamentary Debate, Public Forum, Policy, and Lincoln-Douglas). Free for use at all tournaments in the state of California.
Parliamentary Debate is modeled after British parliamentary procedure and is an academic debate format used in competitive high school and university tournaments.

Set clear expectations regarding preparation, participation, and time management for each session. Outline scoring criteria or evaluation rubrics to provide feedback and ensure fair judging.
All of the tournament registration sites can be found on tabroom.com (search for wbfl). Remember: to be eligible for the state qualifier tournament in speech, debate, or Congress, you must have competed in a league tournament in a league speech, debate, or Congress competition.
