The fact of the matter is that it was mostly the Northern and Central counties that voted to break away from Virginia, the other 20 some counties voted to remain with Virginia. So West Virginia was divided on the issue of seccession from the beginning. In the end the Union government won out.
The U.S. state of West Virginia was formed out of western Virginia and added to the Union as a direct result of the American Civil War (see History of West Virginia), in which it became the only modern state to have declared its independence from the Confederacy.
