most effects that grants ability energy (heat rises, eye of another world, etc) is percentage-based. it doesn’t reduce cooldowns by a flat amount, so stats don’t influence them. if an effect gives you 1/2 of your ability energy back, it’s always 1/2 of the meter, no matter what the base cooldown is or what your stats are.
The energy on your armour only determines what mods you can put on them, there’s no way to get extra damage from there. The insane damage you saw is likely the recently patched One-Two Punch - Peregrine Greaves combo.

every armour mod has a certain energy to it ranging from 1 - 7, you can apply these mods to armour pieces, and armour pieces can be leveled up to 10, these mods take up energy slots. Reply reply
The Energy Level (1 - 10) on your armor gear: unlocks modding potential. Right-click your helmet. You can see different mod slots. The 1st one is General Armor Mods. It can hold mods that boost stats (+10), e.g. if u want your grenade ability to charge faster, use the Discipline Boost mod.
