When you go on xbox.com to search for left 4 dead 2, DO NOT use the autocomplete and follow the link to microsoft.com, instead fill out the entire title and you will find it on xbox.com available for purchase. Below is also a link to the page I used from xbox.com to purchase the game (US region):
Whenever you get in game you'll be able to open the xbox 360 store and get the dlcs. So the DLC are available on Xbox one as long as I have the disc. The game and the dlcs show up in the Xbox One store but they're not able to be purchased from there for whatever reason.
