Canada has been preventing pollution from disposal at sea through permits since 1975, first under the Ocean Dumping Control Act, then the original CEPA, and now under CEPA 1999. The permit system allows Canada to meet its international obligations and supports its own pollution prevention objectives for disposal at sea.
7 Δεκ 2021 · Origins of Global Action on Ocean Dumping. With growing awareness of environmental issues overall and marine pollution, in particular, governments attending the Stockholm Conference in June 1972 considered draft articles of a new treaty on ocean dumping.
On December 13, 1975, the Ocean Dumping Control Act was proclaimed by Canada. This legislation regulates the ocean disposal of most types of materials from ships, aircraft, and platforms operating in Canadian territorial or internal waters, and all Canadian vessels anywhere in the world .
In November 1991, Environment Canada established the Ocean Dumping Control Action Plan to devote additional resources to safeguarding the marine environment. Since the implementation of this plan, monitoring guidelines are progressively being developed, field- tested and phased into routine disposal site monitoring.
The Disposal at Sea Regulations, made under the authority of the Canadian Environmental Protection Act, 1999, came into force on August 1, 2001, replacing the Ocean Dumping Regulations 1998. Amendments to the Disposal at Sea Regulations came into force on September 24, 2014.

Congress enacted several laws amending the Ocean Dumping Act, with particular emphasis on phasing out sewage sludge and industrial waste disposal in the ocean, which continued despite earlier legislative efforts.
