The Witchhunter is a pre-made class in The Elder Scrolls III: Morrowind and The Elder Scrolls IV: Oblivion. In both games, Witchhunters serve as adept anti-mage combat artists. The Witchhunter uses various schools of magic and marksmanship to combat foes.
Witchhunters are dedicated to rooting out and destroying the perverted practices of dark cults and profane sorcery. They train for martial, magical, and stealthy war against vampires, witches, warlocks, and necromancers.
Witch hunter is a magic specialty class so you are supposed to do the mages guild quests, which will let you enchant bows (because there is no way that skill set can build useful marksman skill), and it will put you in touch with a bunch of necromancer dungeons.

If you're looking to create a witch hunter build, I suggest you take the following skills: 1) Archery 2) Block 3) Illusion 4) Conjuration 5) Light Armor 6) Sneak I've just created the same build with these skills, and I think I might have another witch hunter in my arsenal of characters.
