This is not a particularly rewarding quest, and can easily be skipped if you want to prioritize leveling. Pick up The Hunter's Charm from a class trainer in a major city. Travel to Azshara to find Ogtinc.

The best quest in Teldrassil: Mist (the 'hunter pet for every class' quest) https://classic.wowhead.com/quest=938/mist. You can get this as early as level 7 but the harpies guarding it are 9-11.
