Time-Lost Proto Drake (TLPD) & Vyragosa are level 80 elites with 16.8k hp. Both spam channeled moves and need to be silenced or leashed to bring them into melee (see Things to Note section below). They share a 6-22 spawn timer.

The normal red drake can be purchased from the Wyrmrest Accord Quartermaster one you reach Exalted. It's not a Proto-Drake, however.

The easiest-to-get proto drakes are the Glory Proto drakes from Ulduar and Wotlk Hc dungeon meta achievements. These are Rusted (rusty red) from Ulduar 10, Iron (metallic grey) from Ulduar 25 and Red from wotlk Hc dungeons.
