IMO it depends on if you care about what race your playing. If you don't care the yes, racials matter as they can be useful to you/give you a slight edge that's just nice to have. If you do care then 100% play the race you want to play.

Each race has at least 3 traits (several passive and at least one active trait per race) known by all characters of that race at the time of creation. Racial traits, commonly referred to as racials, are special abilities or powers granted to a player character based on race.
Alliance definitely have the better m+ racials. Dwarves are the best tank race, night elf has the only racial that can change routing. Shadowmeld is easily the best racial for M+. Allows skips, ignore mechanics, eating mid fight, drop aggro. No other racial has this amount of utility.
31 Οκτ 2024 · Blizzard has announced that there are many buffs to racial abilities coming in Patch 11.0.7! Developer’s note: We’re making updates to several racial abilities with the goal of increasing the viability of some underrepresented races.
Each race has at least 3 traits (several passive and at least one active trait per race) known by all characters of that race at the time of creation. Racials represent the main gameplay difference between races, and aside from faction choice, the main non-cosmetic basis to choose between races.
